Greater Manchester

Hi, is there anyone in the Greater Manchester area that understands the proposed charges for diesel vehicles in the future?
I cut through on my way to work and dont fancy a daily charge!

At first look it seems simple:-

Light goods vehicle (LGV)
This includes vans, minibuses, motorised horseboxes, and motorhomes/campervans (3.5t and under).

The Zone is expected to be introduced on 30 May 2022. A temporary exemption is proposed for vehicles classed as a light goods vehicle (LGV) or minibus until 31 May 2023. After this, you could be affected if you own or drive one of these vehicles in Greater Manchester.

Complicated by being a "motorcaravan":-

Vehicles with a body type of ‘motorcaravan’ with Euro VI or cleaner emission standards are compliant, and will NOT be charged to travel in the Clean Air Zone.

Vehicles with a body type of ‘motorcaravan’ can be classified in more than one way by the DVLA. You can find out your vehicle classification by either:

Referring to Section J of your V5C document (vehicle log book), which indicates the vehicle category.
OR

Using the government’s vehicle enquiry service, which advises the category as ‘vehicle type approval’ as well checking if a vehicle is taxed and has an MOT.
N1 or N2 classification

Currently, non-compliant vehicles classified as N1 or N2 with a body type of ‘motorcaravan’ would be charged to travel in the GM Clean Air Zone:

N1 (<3.5t) have an LGV classification: Temporary exemption to 31 May 2023, with a daily charge of £10 from 1 June 2023.
N2 (>3.5t) have a DVLA tax class of private HGV: Eligible for a discount on the daily charge from £60 to £10 payable from 30 May 2022.
M1 or M1 Special Purpose

A group of vehicles classified by the DVLA with a body type of ‘motorcaravan’ (vehicle type approval of M1 or M1 Special Purpose) would not currently be charged travel in the Zone.

Feedback from the consultation highlighted the lack of parity between these vehicle classifications. As a result, the Greater Manchester local authorities have agreed to hold a six-week consultation on including M1 or M1 Special Purpose vehicles in the GM Clean Air Zone. This consultation will start on 1 September 2021.

Non-compliant vehicles with a 'motorcaravan' body type which are classified as private HGVs will automatically qualify for a permanent discounted charge of £10 per day, rather than £60 per day.

I've seen the signs going up for this.
It annoys me as my privately owned can is only the same in terms of emissions as a 2.0hdi Xsara or similar.
I dont want to be clobbered with a tenner every time I commute in my van.
Might have to convert a 806 in to a stealth camper.

What annoys me most is that the DVLA being arses about conversion means we can't use that

They accepted my identical white van, but not this one  mad

Dont get me started on the Andy Burnham Tax.....
If you drive through Greater Manchester on the Motorway you are exempt. If you get off the Motorway you get charged. i Live a mile from the Motorway and will have to pay £10 to get on it because they are putting the ANPR on the sliproads.

So basically if yuo are a hard working tradesman in an van built before 2015 you have to pay £10 a day if you are a large company with a new fleet of vehicles its free, or a house wife in a chelsea tractor clogging up the roads on the school run, thats OK.

For example my Landrover 90 is excempt!!!

It's the old adage of how can I fleece you ? I know, if you can't afford a new vehicle and are probably greener by keeping an older vehicle running and not wasting resources [i.e. energy to produce and materials for the troublesome new one] We'll charge you a daily fine you can't afford either and you'll nerver own a new vehicle but the one you have will no longer polute and we'll rake it in ... It's all a SCAM!! It doesn't matter what colour of rosette they wear or wheather you have the money or not it's a win win for the government you either pay the daily fine or they get the tax off you via the new vehicle ....and it will never stop just keep on evolving......Politicians are an absolute disaster ! Unless it makes them look good or can be done in their term usually 5 years their not interested.....................

Good question! Purple is exempt from the charge.

In 2008 the people of Greater Manchester Voted against the congestion charge....So Andy Burnham changed the name of his new tax.

He didnt mention it when he was up for election and wont explain what he is doing with the funds he is raising...With a bit of luck he may use it to improve his police force that is in special measures.!
