Citoren Dispatch Whining noise

I went and test drove a van and it was hard to change gear as it was stiff to go through the gears. I rang a local garage and he said it is the linkage cable that needs to be replaced and that its a common problem. He quoted me £500 fitted and a major service as it was in need of a service also. I spoke with the seller and he dropped the price £500 and offerd to get it done for me or i could take it to my own garage and get the work done. I purchased the van its on a 2015 112,000 miles and 1 owner from new.
I then went down the motorway to get home after i taxed and insured the van and when it gets over 50 m.p.h there is a strange noise when you accelerate, like a whirring noise. Its quite loud but when i hit the 69 m.p.h limiter it stops kinda. Do you think this would be a ancillaries belt or one of the pulleys?
Im kinda bummed out as paid cash for the van and dont want a hole burning in my pocket.
