won't rev when stationary?

Hi Folks. Just looked at a 2011 expert 1.6. when stationary it only revs to 2500. when moving it runs fine. Is this a standard thing to stop over revving when pulling away or am I looking at a new MAF sensor?

I'd lean towards airflow meter first yeah, if servicing and all that up to date..... what was the outcome since this is an old-ish post?

Found the reason yet? Just chippin' in that my 2009 Skoda TDI does the same, by design. Here I can turn it off by disabling ESP, so maybe it is made this way by design on your car as well...
