Diesel Tank Filler Pipe Blocked

Does anyone know why I can pump about 3 litres of diesel before the pump nozzle shuts off automatically, then I have to wait a few seconds before I can put the next 3 litres in?
I've been told that there is an anti-siphoning valve fitted at the base of the filler neck which has jammed partially shut. I've also been told that the entire tank and filler neck are a single unit with this anti-siphoning valve built in and I have to get a replacement tank.
Firstly, does anyone know if this is true or not and secondly, does anyone have any part numbers for the bits I need?
I live in the Czech Republic, which has a bloody complicated language and I don't understand this stuff in English! If I can at least find some information in English (preferably with diagrams and part numbers!) it will make life easier getting the problem fixed!
