P2143 egr electrical fault

Hi all , I've just swapped over the engine in my mk2 2.0hdi.
Its turning over but not starting.
It has the codes P0341 and P2143.  I'd like to know if the egr not functioning would stop the van from starting?. The non sync code was showing on the last engine so reckon on that being wiring as it's on sync when it's first turned over and then goes . Hopefully someone can help.  I have an egr that is known good from other engine.
