Surging when pedal steady

My scudo 1.6 57 plate surges when the pedal is held steady.
As it surges it emits puffs of black smoke.
Only happened since filter change.

Also I hav3 no power to mu obd2 plug. Which fuse should I be looking for?

The black smoke suggests incomplete combustion or burning oil.  I would try a good injector cleaner first. 

Don't know why it would be connected with the filter change as a new filter would be expected to improve breathing.  Check the filter is correct one and seated properly.    You might try running without the filter or if you still have it, the old one, to compare.

This May have No connection what so ever ..............

(In a passing catch up chat with a mechanic friend he was telling me)
Plus it was a Ford fusion 1.6 diesel which I'm told along with Fords 2.2 was a joint development with the HDI's............

It was having some Smoke and as it turned out more of a chuff chuff issue
I'm sure we've heard of the Mercedes Black Death syndrom..........
This little car was suffering something Similar ..............
That it was leaking cylinder pressure via the injector sealing ring.........
Normal service was resumed after repair/replacement ............
I wonder if this is a shared trait/fault with an HDI..................
