Anything I'm missing for a £1- 1.5k budget?
Not that I have seen. Not been looking desperately but I haven't seen anything I would trust, even for £2.5k. I do get daily ebay reports of all new listings under £5,000 but not been tempted yet.

Sounds like an immobiliser problem to me. Can't think what else could cut power with such a predictable delay. Sounds controlled and not just a random fault or short. I have not had much to do with immobilisers myself but could it be that it has a set time period, like 3 minutes, after triggering locking to fully disconnect all power? And for some reason, the remote is turning some power circuits back on, like for door locks, (lights?) but not power to start engine? But the key opening is reaching parts the remote can't?
Without hearing it, it's all speculation.

Looking at traffic on the current 2007 - 2016 section though, I don't think so.
I think even the 2007 - 2016 is often overlooked as (at my settings), you wouldn't necessarily notice it unless you scroll down.
Doesn't affect me but I think a general "maintenance" section with subdivisions for models would be more inclusive, accessible, and might encourage more cross model responses for problems which are not model specific. I think questions currently asked in 2007 - 2016 can be overlooked by many although the question may mostly be a general mechanical one and not particurlaly specific to the model.
If it's just a small black box, could it be under the flap with the ECU?
Long shot but... mine is a few years older and has a factory fitted immobiliser which had a key pad behind a fold down flap in the dash, to the right of the steering column.
Any chance they tucked the unit in there?
(Come to think of it, what is there on models without the immobiliser keypad?)
While having the belt changed recently is reassuring, it does also suggest an opportunity for something not to have been quite right with the fitment or adjustment. I hope not but that is what instantly jumps to mind without anything else to go on.
A vid would be useful. Hopefully a more minor bearing or component failure.
I shouldn't worry too much about the indicators till you get the engine sorted. 
When you checked all the fuses, did you check for good contact or just for not blown? You could easily have disturbed a connection in the loom around the fuse box.
I don't have a wiring diagram to hand but do we know if the central locking fuse is getting power? Or could the central locking not working be a symptom of Alvy's suggestion about a possible immobiliser issue?

I have no idea about central locking, far to hi tech for me. But could it be mechanical?
Is the lock barrel jammed or does it just spin? Could it be any of the control rods disconnected?
btw...This end of the forum doesn't get as much traffic as the older section. But plenty of older vans have central locking, so if you don't get the views, try reposting in the old bangers section.

I though Triumph at first with the triangle timing chest but the barrel looks more BSA?
Very lopsided look without the push rod covers and the barrel looks massive for the bottom end.
Anyone any ideas?

Is at least one of the hangers bolted on? I doubt it and would be rusted solid anyway.
Otherwise must be just enough spring in the steel to detach. Awkward to get at without a pit though. Try a loop of nylon rope wound up with a stick in the middle to compress the cage.
Mines to the left as well. Must be a bigger and relocated dimple for the later and bulkier electronics.
it's a darn sight easier to get at than the ecu under the rubber matting.
Doesn't your rubber mat have a flap in it to give access?
Not a lot on the later models here yet but someone may know.
If you can't find a definitive answer I would try asking one of the sellers. If you get their confirmation of a fit via email they couldn't avoid a refund at least.
In fact if you use ebays "My Garage" and "Assured Fit", ebay refund you themselves and recoup from the seller if any problem.
Not sure exactly what original ones are like. Eg mine where fitted at new but not by manufacturer. Wondering if it was a big converter that did yours, did they fit their own windows? When looking for a replacement I was surprised by the variety out there.
If it looks to have a screwed in frame, and you find identical replacement it should be a simple swap. My problem was that my frames were not only custom made by converter, but also held curved glass. I ended up replacing the door with a different window already fitted.

There are plastic ones too but they may not take the weight.
Also consider rivnuts. But they would require specific holes to be drilled.
They do need to allow for both extremes of usage too.
Try climbing Hardknott or Applecross and you will see the needle moving uncomfortably past 12 0'clock.

Bear in mind the absence of headroom.
I am only short but with stock seats and bases and a swivel fitted I need the seat fully forward to fully depress the clutch and I brush the overhead shelf with my head when the going gets rough. Choose some deep seats and a thick swivel and it could be a problem.
Long wheelbase versions are not generally available in the UK and much coveted. Curious as to where you found yours?
